Just like anything else, you need a plan for what you want to do. If you want to put up a tree, you need to make sure it's the right size and doesn't interfere with the captain's ability to pilot the boat. You also need to make sure it doesn't hinder movement on the boat. If you are in a boat parade, you need to design your decorations so they are visible to people on the shore.

You need to make sure any lights or decorations you buy are rated for outdoor use. For battery-operated lights, you need to have a good supply of batteries. Check each string of lights before you hang them. For a boat parade, if you have a tree or Santa on a sleigh, you want to make sure they can be seen from the both sides of the boat.

Rope lights are the best ones to use, because they are easier to string and won't snag as much. Bright or white lights are best so they can be seen and also help people watching a parade see the rest of your decorations.

Don't use but two or three colors. Multi colors are pretty up close, but at a distance they will just be a blur. Try to string the lights so they outline the shape of your boat and your decorating scheme also will be easier for people viewing the parade to see.
